This Situation Assessment of People with Disabilities in Azerbaijan is a result of joint work of UNICEF, Heydar Aliyev Foundation, UNDP and Social Services Initiative. It provides comments on the compliance of the main legislative acts of the Republic of Azerbaijan with the CRPD, highlights areas of good practice, and provides recommendations for amendments and enactment of legislation to address gaps in the current legislative framework. Also, the available services for people with disabilities in Azerbaijan are assessed and the application of the social model of disability in Azerbaijan is analysed.


The Sustainable Development Programme is built around three pillars of sustainable development – economic growth, social improvement and environmental sustainability, and puts emphasis on the importance of holistic approach for addressing developmental challenges.  The programme helps Azerbaijan achieve improvements in people’s lives by providing access to the necessary skills and resources for the unemployed, engaging with the private sector for continued growth, improving environmental management and mitigating climate change effects.
