Mr. Ghulam M. Isaczai
Mr. Ghulam M. Isaczai, brings over 22 years of work experience in international development, humanitarian emergencies and post conflict recovery with the United Nations system and international NGOs in Asia and the Middle East. He has led and managed successful programmes in poverty alleviation, good governance and rule of law, environment and disaster management as well as volunteerism and civil society engagements.
In March 2016, Mr. Isaczai has been appointed as UN Resident Coordinator and UNDP Resident Representative for the Republic of Azerbaijan.
His previous appointment was as Senior Advisor and Country Director ad interim for UNDP Tajikistan and UN Resident Coordinator and UNDP/UNFPA Resident Representative for the Democratic People's Republic of Korea (2013-2015). Prior to that, Mr. Isaczai was Chief of the Development Division, United Nations Volunteers in Germany (2008-2013). From 2005 to 2008, he was Deputy Resident Representative in UNDP’s office in Nepal. From 2003 to 2005, he returned to his native country to assist with the reconstruction process as a Senior Programme Advisor for the Disarmament, Demobilization and Reintegration Programme under UNDP and UN Assistance Mission for Afghanistan (UNAMA). Mr. Isaczai was Assistant Resident Representative and Head of Governance Portfolio in Yemen (2001-2003) and Senior Programme Officer (2000-2001) with the Office of the U.N. Special Coordinator for the Middle East (UNSCO), Syria. From 1997-1999, he worked with the U.N. Office of the Humanitarian Coordinator for Iraq (UNOCHI) in Baghdad and the Kurdish region of Iraq.
Prior to joining the UN system, Mr. Isaczai had also worked in the private sector in the United States (1993-1995) and held positions in Pakistan with international NGOs such as Save the Children (USA), Freedom Medicine and Swedish Committee for Afghanistan (1986-1990).
Mr. Isaczai holds an M.A. in Public International Law from the Fletcher School of Law and Diplomacy in Massachusetts and a BSc in Business Administration, Magna Cum Laude, from Midland University in Nebraska, USA
He is assisted by UNDP Deputy Resident Representative, Operations Manager and Assistant Resident Representative for Programme.

Deputy Resident Representative
Mr. Alessandro Fracassetti
Mr. Alessandro Fracassetti has been serving in management positions in UNDP for the last 12 years. He served as Deputy Resident Representative in Skopje, Macedonia from 2011- to July 2016 and in Zagreb, Croatia from 2006 to 2011, as well as Assistant Resident Representative in Minsk, Belarus from 2004 to 2006.
Prior to UNDP, he served with the OSCE on secondment from the Italian Ministry of Foreign Affairs in Bosnia and Herzegovina from 1996 to 2000 as Senior Election Officer and Senior Political Advisor, and in Croatia from 2000 to 2004 as OSCE Spokesman and Head of Public Affairs.
Mr Fracassetti holds a Master in Politics and Administration of the European Union from the College of Europe in Bruges, Belgium, a B.A. in International Relations from the University of Sussex and a Certificate of Political Studies from Science Po, Strasbourg, France. He has specialized in EU Politics, History and Law and has studied and worked in the Balkans and ex-Yugoslavia for over 20 years.
He speaks fluently four languages including his native Italian, English, French and Serbian/Croatian/Bosnian and has a basic knowledge of Russian. He is married and has two children age 7 and 10.
