Promoting Employment and Innovation in Azerbaijan (2011-2014)

Among the main challenges facing Azerbaijan are enhancement of vocational skills and creation of employment in non-oil sectors of economy, especially outside the capital Baku. UNDP has collaborated with the Ministry of Labor and Social Protection since 2004 to support improvement of workforce capabilities and enhance employability by providing work-experience and new work skills at the vocational training centers.

Building on the past successful cooperation, UNDP initiated this project to promote the innovative methodology, developed by SYSLAB non-profit organization based in Norway and being successfully implemented in Russia, Kazakhstan and other countries. The mission of SYSLAB Centers is to identify and utilize the resource potential which qualified but unemployed personnel represents, and to contribute to value creation and growth, especially in small and medium-sized enterprises. The concept includes modern job-seeking methods, trainings, systematic business and person-to-person networking.

Project Goals

The goal of the project is to support the implementation of National Employment Strategy 2006-2015, and contribute to reduction of unemployment and local/regional business development by providing motivated and competent work force.

Project Accomplishments

  • Project established the first SYSLAB Training Centre in Baku and recruited 80 young unemployed people as the first cohort of trainees. As a result of SYSLAB training methodology, 80% of the participants found jobs by the end of their training courses.
  • Baku SYSLAB Centre established extensive networks with local banks and companies, local branches of international corporations, and government agencies to solicit their recruitment efforts towards the SYSLAB participants.
