New Project on Youth Empowerment Presented
The UNDP Azerbaijan Country Office and the Ministry of Youth and Sports of Azerbaijan Republic held the presentation of new project on “Youth participation in decision making and policy implementation” on September 27, 2012, at the “Gabala” Conference Room of Kempinski Hotel Badamdar.
The workshop was organized to present the project to the general public and to discuss the current situation and future possibilities of youth mainstreaming in policy processes in Azerbaijan. The event was attended by members of the Parliament, officials of the Government of Azerbaijan, international organizations, and local partner NGOs.
Mr. Intigam Babayev, the Deputy Minister of Youth and Sports, opened the event with a key note speech. In his remarks, Mr. Babayev noted that the participation of young people in decision making is considered to be among the critical priorities of modern world. Social institutions and youth should have as many opportunities as possible for participation in the process of public administration and policy making. Mr. Babayev highlighted that the monitoring of the legislative framework will be strengthened through the newly commenced project, and the priorities of young people will be emphasized in the process of legal drafting through youth mainstreaming.
In his welcoming speech, H.E. Mr. Fikret Akcura, the Resident Representative of UNDP in Azerbaijan, noted that the United Nations in Azerbaijan not only supports projects for youth development, it also plans to take more practical steps and create new institution in this area. According to Mr. Akcura, “the discussions are being held in the UN for organizing a permanent council or special advisor for the youth matters. The UN is ready to support youth to be involved actively in the civil service.”
Ms. Kamala Musayeva, the Project Manager, provided more details about the project goals and activities. She noted that the project aims to contribute to the implementation of the national youth policy, to ensure more active participation of Azerbaijani youth in decision making process, and to improve their skills as future leaders and civil servants.
Mr. Jeyhun Osmanli and Mr. Fuad Muradov, the Members of Parliament, Mr. Mazahir Afandiyev, UNDP Project Manager, and different representatives of youth organizations also presented speeches in the ceremony.
The Project on “Youth Participation in Decision Making and Policy Implementation” is funded by the UNDP and will be implemented jointly with the Ministry of Youth and Sports in 2012-2013. The project echoes the priorities of the State Program on Azerbaijani Youth in 2011-2015 (SPAY) which emphasizes “the need of promoting youth participation in governance and development of civil society”. It is among the first international projects to support the implementation of the SPAY through establishment of a well-defined monitoring system. Another innovative aspect of the project is the effort to develop a methodology to allow for the analysis of state programs in terms of their youth-friendliness.
