New York - UNDP’s core goals are to help countries eradicate poverty, promote inclusive governance and build resilience to crisis, working with partner organisations and governments across the world.
UNDP’s Executive Board approved in 2013 a new Strategic Plan to give the organisation a sharper focus in pursuing these goals. A key element is to improve UNDP’s organisational effectiveness in achieving and reporting results, through greater openness, agility and adaptability. Alongside improved management of financial and human resources, this will enable us to deliver higher quality programmes to address development challenges facing the world.
To that end, we have embarked on significant restructuring focused on the HQ and regional levels. These changes will produce a leaner organization, eliminating areas of duplication and relocating more staff to the regional level, to provide greater support to UNDP Country Offices.
To achieve this, the plan is to reverse the current 60 percent (HQ) - 40 percent (regional) staff distribution ratio to 40 percent (HQ) – 60 percent (regional).
The plan will bring a reduction of about 10 percent of the approximately 1700 staff working at HQ and regional levels.
As a result, there will be fewer senior positions and more posts at entry and middle management levels, to provide staff with better career opportunities, with improved accountability.
All policy and programme support will be integrated in a single bureau. This will make UNDP more streamlined and focused in delivering on the Strategic Plan and in shaping and implementing the post-2015 development agenda, in particular in our core areas of poverty, governance and resilience. It will also bring more coherence to our engagement with other partners including civil society and the private sector.
In addition, a new Crisis Response Unit has been established in order to deploy staff with the relevant expertise on the ground more promptly and efficiently as crises develop. This Unit will lead UNDP’s coordination with humanitarian and other partners, to ensure a seamless transition from short-term relief to long-term development.
These structural changes are integral to our continued pursuit of greater effectiveness, transparency and accountability of UNDP, for our partners and the people we serve.
