Presentation on result based management approach for Monitoring and Evaluation is held

As you know, the United Nations Development Program (UNDP) and the Ministry of Youth and Sport of Azerbaijan Republic in close partnership, implement the joint project entitled “Youth Participation in Decision Making and Policy Implementation". The overall project goal is to empower the young people of Azerbaijan to participate in decision-making more actively by contributing to policy planning and policy outcomes, and to develop their capacity as future leaders and public servants. The project will provide young people with knowledge and skills to identify and advocate for youth-specific outcomes in the state programs and strategies, attract more youth to the civil service and strengthen young people’s capacities to participate at the international fora.

Within the framework of the project, it is planned to develop indicators based on monitoring and evaluation standards, that will be used during implementation and reporting of   "State Program on Azerbaijani Youth in 2011-2015" , as well as the development of special methodology to study the level of youth problems’ inclusiveness in "State Program on socio-economic development of the regions of Azerbaijan Republic in 2009-2013" and the “2011-2015 State Program on the implementation of the employment strategy of the Republic of Azerbaijan”.

In order to hold discussions on this direction, representative of Bratislava Regional Office of UNDP, international expert on the monitoring and evaluation, Mr. Robert Bernardo visited the Republic of Azerbaijan on 12-15 November 2012. During the visit, Mr. Robert Bernardo held meetings with the officials of the Ministry of Youth and Sports of Azerbaijan Republic, Ministry of Culture and Tourism, Ministry of Economic Development, Ministry of Education, Ministry of Labor and Social Protection of Population, United Nations Development Programme, leaders of non-governmental organizations, project staff and local consultants. Implementation of the above-mentioned programs, focus groups, as well as monitoring and evaluation were discussed in the meetings.

At the end of the visit Mr. Robert Bernardo has made ​​a presentation in the United Nations Office in Baku with participation of the representatives of above mentioned state institutions on topic of “result based management approach for Monitoring and Evaluation ".

During the presentation Mr. Robert Bernardo gave detailed information and answered questions about the direction, general principles and mechanisms for monitoring and evaluation system, resources, indicators, activities,  expected risks, etc.
