Dear Mr. Aydin Aliyev, Head of the Azerbaijan State Customs Committee,
Your Excellency Ms. Malena Mard, Ambassador of EU Delegation to the Republic of Azerbaijan,
Ladies and Gentlemen,
Thank you for joining us today on the occasion of the Exhibition of the Customs Control Equipment devoted to 25th anniversary of the establishment of the State Customs Committee.
I would like to extend my sincere congratulations on your twenty-fifth anniversary and acknowledge the growth you have achieved in these years.
The State Customs Committee has done a tremendous job in improving customs services.
The SCC has made commendable efforts to reform the system of customs administration such as introduction of advanced technologies for customs automation and modernization, upgrade of border check points, revision of the Customs Code compliant with EU standards, implementation of the single window concept leading to the integrated border management.
Web page developed by Customs Committee is one of the best practices in country that ensures convenient and efficient online access for entrepreneurs to the information about the procedures and ongoing changes.
Well-functioning national customs administrations in Azerbaijan play an important role in facilitating trade in goods and services, helping countries to take advantage of the opportunities presented by the global trading system.
It is your hard work and dedication that helped you to reach the status of the State Customs Committee that we witness today.
The cooperation between UNDP and the State Customs Committee dates back to 1999.
Since that time UNDP and the State Customs Committee together managed to achieve tangible results in introducing the e-governance to automate business processes, modernizing the customs service in Azerbaijan through infrastructure development, application of the new technologies, and personnel training as well as developing a new Customs Code compliant with EU legislation that was adopted by the Parliament and is currently in use.
New Customs Code included simplified procedures for the movement goods across the border.
It fosters trade facilitation and reduces transactional costs with the establishment of the proper Risk Management procedures that enables the reduction of time required to process the cargo through the checkpoints.
For government Customs Code enables uniform identification of imported and exported goods for purposes of duty and tax collection, enforcement of national laws and international treaties, analysis for economic and business planning, and international trade negotiations.
Our ongoing EU funded Project on “Support to the Development of Red Bridge Border Crossing Point between Azerbaijan and Georgia” is the gradual evolution of the successful partnership between UNDP, EU Delegation and State Customs Committee.
The project supports institutional development and capacity building of the Azerbaijan State Customs Committee with the aim to facilitate trade and ensure secure traffic flow between Azerbaijan and Georgia.
The laboratory equipment, presented here, was also procured within the framework of Red Bridge project and aims to enhance the capacity of the State Customs Committee in sanitary and phyto-sanitary control (SPS).
This equipment will permit to control food safety as well as efficiently collect and store SPS samples to be verified in central laboratory.
