Study Tours for Civil Service Commission’s representatives organizedFeb 3, 2016
Three study tours were organized for the staff of the Civil Service Commission under the President of the Republic of Azerbaijan (CSC) in the framework of our joint project.
The purpose of the study tours was to build capacity of the staff of the newly established Strategy and Training Unit of the Commission and planned Training Center and familiarize them with centralized and decentralized training systems, well-functioning in Europe.
The first study tour was organized to the National Institute of Public Administration (NIPA) in Hungary on 15-17 December, 2014. The second visit was to the Latvian School of Public Administration (LSPA) and Lithuanian Institute of Public Administration (LIPA) on 27-31 July 2015. Finally yet importantly, the recent visit was held to the Institute of Public Administration (IPA) in Ireland on 7-9 December 2015.
Overall, 20 representatives from the Commission benefited from the study visits. Following the study tours, the participants developed reports on lessons learned and best practices feasible to apply in the commission. As a results of consultations, the commission is planning to consider the following models in its current and future activities and strategies: (i) identification of training coordinators in government agencies (Hungarian experience), (ii) evaluation of trainer’s performance by independent trainer in addition to the trainees (Baltic experience) and (iii) Talent Management Programme (Irish experience).
The Project on “Support to the Civil Service Commission under the President of the Republic of Azerbaijan in implementation of the Institution Reform Plan within the comprehensive Institutional Building Programme”, funded by the European Union and implemented by UNDP Azerbaijan. The project is aimed to strengthen the capacities of CSC with regard to management and coordination of civil servants training and professional development function across state bodies as well as leading the development and implementation of training strategy and training policies.Contact information
